Watch: Naledi Pandor Receives A PHD In Education. You are never too old to wear a graduation gown. Naledi Pandor joins the many graduates this month receiving their accolades. The Minister of Higher Education was awarded a PHD in Education by University of Pretoria.

“I received a phd in education from the University of Pretoria this afternoon. Now there are two doctors in the house,” she said.
